• Tourism as a Tool for Poverty Alleviation Using Embodied Income Coefficient

    KINJO Morihiko

    JAFIT international tourism review ( Japan Foundation For International Tourism ) 26 ( 0 ) 219 - 225 2019 [ Peer Review Accepted ]

Type of publication: Research paper (scientific journal)

     View Summary

This paper shows how tourism can contribute to alleviating poverty in Indonesia, where although the poverty rate has decreased to 13.3% recently, two-thirds of the population remains in the rural agricultural sector. Its results show that the expansion of hotels and restaurants improves income significantly among the poor. This can be found when we focus on induced indirect income. There are many related industries, including agriculture, that provide materials and services to support tourism. Therefore, the expansion of tourism increases output, and then income. This income is captured by the embodied income coefficient, showing induced income embodied in final demand such as tourism consumption. Input-output analysis makes it easier to obtain the coefficient than the usual life-cycle assessment. Ordinary input-output analysis, however, cannot show this indirect income because it does not use the coefficient. Therefore, when applying the traditional method, tourism's capabilities of resolving poverty tend to be underestimated.

  • Evaluation Method for Tourism Promotion Plans:The Case of the “Okinawa Prefecture Basic Plan for Tourism Promotion (5th)”

     View Summary

Tourist consumption is the target index of this paper. This is because tourism consumption is the engine of the economic impacts of tourism not only in Okinawa but also in other destinations. In this paper, the method of decomposing the product of factors will be used to decompose tourist consumption in Okinawa. This is because consumption is the product of “number of visitors” and “per-tourist consumption.” Compared to the method of decomposing the sum of factors, the method of decomposing the product of factors is much more complicated. Therefore, there are few cases of applying this method. In this paper, the method will be applied to monitor the 5th Basic Plan for Tourism of Okinawa to ensure the effectiveness of that plan. According to the results of application of this method, it would seem to be difficult to achieve the goals of the plan even though only just past one-half of the planning period has passed.
