本書は、平成19年度(2007年度)統計数理研究所共同研究プログラムによる研究成果としてまとめられた以下の成果報告書を2021年に改めて書籍形式で公刊したものである。 課題名：「科学技術研究評価と合理的政策意思決定手法の基礎研究」 (統計数理研究所 19-共研-0008：申請・研究代表者 渋谷和彦) 本研究の目的としては、科学技術政策において重きをなす、研究業績・成果の評価のための統計・数理手法の問題を研究することであった。特に、研究評価と合理的意思決定に関する研究成果をまとめた。全体としては、STS(Science Technology Studies)や科学社会学的研究に関する研究成果と言える。数理モデルの検討、そしてデータベースの研究も含まれるが、今回は、科学技術政策を巡る諸議論や各種の資料などを批判的に分析しつつ、体系的な理解を深めていくことも行った。
