    重大事態への対応を示す、いじめ防止対策推進法の第28では➀いじめで児童等の生命、心身、財産に重大な被害が生じた疑いがあると認めるとき➁いじめにより児童等が相当の期間学校を欠席するこを余儀なくされている疑いがあると認めるときの2点に基づいて判断されるものとしている。市教委は調査で今回の事案が上記に相当しないと判断したと考えられる。 一方で、➀にある「心身に重大な被害が生じた疑い」はかなり広い解釈が可能が可能だ。いじめ事案やその報告においては事案への対応の初動から、ガイドラインや法の持つ「対象児童生徒の尊厳を保持し、同様の事態を二度と起こさない」という理念に基づいた対応が必要だ。 保護者は第三者委員会を求めるめる理由を明確にし、学校と市教委はいじめの被害児童等の保護者との面談等を通して理由を具体的に把握する必要がある。それが明確になり被害児童の保護者と加害童の保護者との間で、学校や教育委員会が入り調整できると、問題解決に向かうきっかけにつながる可能性がある。

    沖縄は小６の国語、算数、理科、中３の国語、理科（検査分析方法が異なる）の平均正答率で全国水準を維持している。一方、中３の数学は全国より１０ポイント以上低く、丁寧な分析が必要になる。 　背景に子どもの生活における社会的・経済的な要因があることを踏まえながら、学校は授業改善と並行して学ぶ環境の整備に粘り強く取り組むことが求められる。 　児童生徒質問調査では、自己存在感が認められていると感じる傾向がある一方で、主体的に学習に取り組む態度やじっくり考えることなどが以前より減っている。これは学級の安心・安全な風土があっても、子どもの学習意欲につながっていないことを示している。 　学校質問調査では、思考・判断・表現力の育成を意識した学習に取り組んでいることが分かる反面、主体的に学習に取り組む態度の育成など難しい実情も垣間見えた。 　子どもが興味・関心を示す教材の工夫に加え、児童生徒自ら選択・判断するような場の設定が、学習意欲を高める鍵になる。
