    The purpose of this research is to clarify the power of education for revitalizing declining localommunity in Japan and UK. In Japan a project team visited to the Nagano prefecture and examined`the Sinshuu mode of community school and its governingbody. The governingbody is organized by a headteacher, localresidents and, communitycentre, PTA, .The most important role of the cmmunityschool's governing body is(1)the endorsement on the school manegement policy scheme by the headteacher,(2) the opinion and advice to the school manegement.(3)the evaluation of school activities.Thus Commnityschool exists and performs as a central institution for vitalizings localcommunity.
